RCEP\u4e0eCPTPP<\/strong><\/p>\n\n\n\n<p>\u7edf\u8ba1\u6570\u636e\u663e\u793a\uff0cCPTPP11\u4e2a\u6210\u5458\u56fd\u8986\u76d6\u5168\u74034.98\u4ebf\u4eba\u53e3\uff0c\u7b7e\u7f72\u56fd\u56fd\u5185\u751f\u4ea7\u603b\u503c\u4e4b\u548c\u5360\u5168\u7403\u7ecf\u6d4e\u603b\u91cf\u768413%\u3002<\/p>\n\n\n\n<p>RCEP15\u4e2a\u6210\u5458\u56fd\u6db5\u76d6\u5168\u7403\u7ea623\u4ebf\u4eba\u53e3\uff0c\u5360\u5168\u7403\u4eba\u53e3\u768430\uff05\uff1bGDP\u603b\u548c\u8d85\u8fc725\u4e07\u4ebf\u7f8e\u5143\uff0c\u5360\u5168\u7403\u7ecf\u6d4e\u603b\u91cf\u768429%\uff0c\u6240\u5305\u62ec\u7684\u533a\u57df\u5c06\u6210\u4e3a\u4e16\u754c\u6700\u5927\u7684\u81ea\u7531\u8d38\u6613\u533a\u3002<\/p>\n\n\n\n<p><strong><em>\u7b80\u4ecb<\/em><\/strong><\/p>\n\n\n\n<p>&nbsp;\u4ec0\u4e48\u662fRCEP\u548cCPTPP?<\/p>\n\n\n\n<p><strong>RCEP<\/strong><\/p>\n\n\n\n<p>\u533a\u57df\u5168\u9762\u7ecf\u6d4e\u4f19\u4f34\u5173\u7cfb\uff08Regional Com-prehensive Economic Partnership\uff0cRCEP\uff09\uff0c\u5373\u7531\u4e1c\u76df\u5341\u56fd\u53d1\u8d77\uff0c\u9080\u8bf7\u4e2d\u56fd\u3001\u65e5\u672c\u3001\u97e9\u56fd\u3001\u6fb3\u5927\u5229\u4e9a\u3001\u65b0\u897f\u5170\u5171\u540c\u53c2\u52a0(&#8220;10+5&#8221;)\uff0c\u901a\u8fc7\u524a\u51cf\u5173\u7a0e\u53ca\u975e\u5173\u7a0e\u58c1\u5792\uff0c\u5efa\u7acb15\u56fd\u7edf\u4e00\u5e02\u573a\u7684\u81ea\u7531\u8d38\u6613\u534f\u5b9a\u3002<\/p>\n\n\n\n<p>RCEP\u7531\u4e1c\u76df\u56fd\u5bb6\u9996\u6b21\u63d0\u51fa\uff0c\u5e76\u4ee5\u4e1c\u76df\u4e3a\u4e3b\u5bfc\u7684\u533a\u57df\u7ecf\u6d4e\u4e00\u4f53\u5316\u5408\u4f5c\uff0c\u662f\u6210\u5458\u56fd\u95f4\u76f8\u4e92\u5f00\u653e\u5e02\u573a\u3001\u5b9e\u65bd\u533a\u57df\u7ecf\u6d4e\u4e00\u4f53\u5316\u7684\u7ec4\u7ec7\u5f62\u5f0f\u3002<\/p>\n\n\n\n<p><strong>CPTPP<\/strong><\/p>\n\n\n\n<p>\u5168\u9762\u4e0e\u8fdb\u6b65\u8de8\u592a\u5e73\u6d0b\u4f19\u4f34\u5173\u7cfb\u534f\u5b9a(\u7b80\u79f0CPTPP\uff0cComprehensive and Progressive Agreement for Trans-Pacific Partnership)\uff0c\u662f\u7f8e\u56fd\u9000\u51fa\u8de8\u592a\u5e73\u6d0b\u4f19\u4f34\u5173\u7cfb\u534f\u5b9a\u540e\u7684\u65b0\u540d\u5b57\u3002CPTPP\u7684\u524d\u8eab\u662f\u5965\u5df4\u9a6c\u653f\u5e9c\u4e3b\u5bfc\u7684\u201c\u8de8\u592a\u5e73\u6d0b\u4f19\u4f34\u5173\u7cfb\u534f\u5b9a\u201d\uff08TPP\uff09\uff0c\u5b83\u53f7\u79f0\u662f21\u4e16\u7eaa\u81ea\u7531\u8d38\u6613\u534f\u5b9a\uff0c\u4e3a\u8d27\u7269\u548c\u670d\u52a1\u8d38\u6613\u63d0\u4f9b\u8fb9\u5883\u524d\u548c\u8fb9\u5883\u540e\u7684\u5168\u6d41\u7a0b\u89c4\u5219\uff0c\u5e26\u6709\u5f3a\u70c8\u6392\u65a5\u548c\u904f\u5236\u4e2d\u56fd\u7684\u8272\u5f69\u3002<\/p>\n\n\n\n<p>2017\u5e741\u6708\uff0c\u7f8e\u56fd\u524d\u603b\u7edf\u7279\u6717\u666e\u7b7e\u7f72\u884c\u653f\u547d\u4ee4\uff0c\u7f8e\u56fd\u9000\u51faTPP\u3002\u540e\u7531\u65e5\u672c\u7275\u5934\u7ec4\u7ec7\u4f59\u4e0b11\u4e2a\u6210\u5458\u56fd\u7ee7\u7eed\u8c08\u5224\uff0c\u5220\u9664\u7f8e\u56fd\u529b\u63a8\u768422\u9879\u6709\u5173\u77e5\u8bc6\u4ea7\u6743\u548c\u4e89\u7aef\u89e3\u51b3\u7b49\u65b9\u9762\u7684\u89c4\u5b9a\uff0c\u6700\u7ec8\u8fbe\u6210\u4e00\u81f4\u5e76\u5c06\u534f\u5b9a\u6539\u79f0\u4e3aCPTPP\u3002<\/p>\n\n\n\n<p><strong><em>\u5bf9\u6bd4<\/em><\/strong><\/p>\n\n\n\n<p>RCEP\u4e0eCPTPP\u6709\u4f55\u4e0d\u540c<\/p>\n\n\n\n<p><strong>\u4e24\u8005\u7279\u5f81<\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"586\" height=\"344\" \u66f4\u6ce8\u91cd\u201c\u7075\u6d3b\u6027\u201d\u548c\u201c\u9ad8\u6807\u51c6\u201d\u7684\u6743\u8861\u3002RCEP \u6210\u5458\u56fd\u89c4\u6a21\u5927\u3001\u8986\u76d6\u4eba\u53e3\u591a\uff0c\u65e2\u5305\u542b\u4e86\u9ad8\u6536\u5165\u548c\u4e2d\u7b49\u6536\u5165\u56fd\u5bb6\uff0c\u4e5f\u5305\u542b\u4e86\u66f4\u591a\u7684\u4f4e\u6536\u5165\u3001\u6b20\u53d1\u8fbe\u56fd\u5bb6\u3002\u56e0\u6b64\uff0cRCEP\u66f4\u52a0\u5f3a\u8c03\u9075\u5faa\u4ee5 WTO \u4e3a\u6838\u5fc3\u7684\u591a\u8fb9\u8d38\u6613\u4f53\u5236\u89c4\u5219\uff0c\u4fa7\u91cd\u53d1\u5c55\u4e2d\u56fd\u5bb6\u7684\u5229\u76ca\uff0c\u6ce8\u91cd\u201c\u7075\u6d3b\u6027\u201d\u548c\u201c\u9ad8\u6807\u51c6\u201d\u4e4b\u95f4\u7684\u6743\u8861\u3002<\/p>\n\n\n\n<p>CPTPP \u534f\u5b9a\u662f\u4e00\u4e2a\u5168\u65b9\u4f4d\u4e25\u683c\u7684\u8d38\u6613\u534f\u5b9a\uff0c\u5176\u5728\u52b3\u52a8\u548c\u73af\u5883\u89c4\u5219\u3001\u7ade\u4e89\u653f\u7b56\u3001\u56fd\u6709\u4f01\u4e1a\u3001\u77e5\u8bc6\u4ea7\u6743\u76d1\u7ba1\u3001\u4e92\u8054\u7f51\u89c4\u5219\u548c\u6570\u5b57\u7ecf\u6d4e\u7b49\u65b9\u9762\u5747\u8bbe\u5b9a\u4e86\u9ad8\u6807\u51c6\u3002\u5bf9\u4e8e\u53d1\u5c55\u4e2d\u56fd\u5bb6\u800c\u8a00\uff0c\u8fd9\u6837\u7684\u201c\u9ad8\u6807\u51c6\u201d\u65e0\u7591\u4e3a\u5176\u53d1\u5c55\u5e26\u6765\u4f17\u591a\u63a3\u8098\u548c\u9690\u6027\u58c1\u5792\u3002\u4e0e CPTPP \u5bf9\u53d1\u8fbe\u56fd\u5bb6\u548c\u53d1\u5c55\u4e2d\u56fd\u5bb6\u9002\u7528\u540c\u6837\u7684\u9ad8\u6807\u51c6\u8d38\u6613\u89c4\u5219\u7684\u505a\u6cd5\u4e0d\u540c\uff0cRCEP \u627f\u8bfa\u5bf9\u53d1\u5c55\u4e2d\u7ecf\u6d4e\u4f53\u7ed9\u4e88\u7279\u6b8a\u548c\u5dee\u522b\u5f85\u9047\uff0c\u67ec\u57d4\u5be8\u548c\u7f05\u7538\u7b49\u6b20\u53d1\u8fbe\u56fd\u5bb6\u53ef\u4ee5\u6709\u66f4\u957f\u7684\u8fc7\u6e21\u65f6\u95f4\u3002RCEP \u8fd8\u5c06\u901a\u8fc7\u7ecf\u6d4e\u548c\u6280\u672f\u5408\u4f5c\u6761\u6b3e\u5bf9\u6b20\u53d1\u8fbe\u56fd\u5bb6\u63d0\u4f9b\u5e2e\u52a9\u3002<\/p>\n\n\n\n<p><strong>\u4e0d\u540c\u4e4b\u5904<\/strong><\/p>\n\n\n\n<p>\u4ece\u5173\u7a0e\u6c34\u5e73\u6765\u770b\uff0cRCEP \u89c4\u5b9a\u5176\u96f6\u5173\u7a0e\u8986\u76d6\u8fbe\u5230&nbsp;90%\u4ee5\u4e0a\uff0c\u5e76\u4fdd\u6301\u4e00\u5b9a\u7684\u519c\u4ea7\u54c1\u914d\u989d\uff0c\u4f4e\u4e8e CPTPP \u534f\u8bae&nbsp;99%\u96f6\u5173\u7a0e\u3001\u96f6\u8865\u8d34\u3001\u96f6\u58c1\u5792\u7684\u201c\u4e09\u96f6\u201d\u6807\u51c6\u3002<\/p>\n\n\n\n<p>\u5728\u670d\u52a1\u8d38\u6613\u548c\u6295\u8d44\u51c6\u5165\u65b9\u9762\uff0cRCEP \u4f7f\u7528\u4e86\u6b63\u9762\u5f15\u5bfc+\u8d1f\u9762\u6e05\u5355\u7684\u89c4\u5b9a\u6a21\u5f0f\uff0c\u800c CPTPP \u5219\u53ea\u91c7\u7528\u8d1f\u9762\u6e05\u5355\u7684\u6a21\u5f0f\u3002\u4ece\u534f\u8bae\u8986\u76d6\u7684\u8bae\u9898\u5e7f\u5ea6\u6765\u770b\uff0cRCEP \u7684\u8c08\u5224\u9886\u57df\u548c\u8bae\u9898\u4ecd\u4ee5\u4f20\u7edf\u8bae\u9898\u4e3a\u4e3b\uff0c\u5728\u89c4\u5219\u5236\u5b9a\u65b9\u9762\u5341\u5206\u6709\u9650\u3002<\/p>\n\n\n\n<p>CPTPP \u6709 30 \u7ae0\u8bae\u9898\uff0c\u800c RCEP \u53ea\u6709 20 \u7ae0\u3002RCEP \u4e0d\u5305\u542b\u52b3\u52a8\u6216\u73af\u5883\u7ae0\u8282\u3002\u5728\u4e89\u7aef\u89e3\u51b3\u6761\u6b3e\u65b9\u9762\uff0cRCEP \u5305\u542b\u4e00\u9879\u6295\u8d44\u8005-\u56fd\u5bb6\u4e89\u7aef\u89e3\u51b3\u6761\u6b3e\uff0c\u4f46\u5176\u6548\u529b\u53d7\u65f6\u95f4\u7ea6\u675f\u3002\u5728\u7535\u5b50\u5546\u52a1\u7ae0\u8282\uff0c\u4e0e CPTPP &nbsp;\u4e0d\u540c\uff0cRCEP \u5e76\u672a\u5305\u62ec\u7981\u6b62\u6570\u636e\u672c\u5730\u5316\u7684\u6761\u6b3e\u4ee5\u51cf\u5c11\u7535\u5b50\u5546\u52a1\u7684\u969c\u788d\u3002<\/p>\n\n\n\n<p>\u5728\u7ade\u4e89\u7ae0\u8282\u4e2d\uff0c\u4e0e CPTPP \u4e0d\u540c\u7684\u662f\uff0cRCEP \u4e0d\u5305\u62ec\u5173\u4e8e\u56fd\u6709\u4f01\u4e1a\u7684\u5185\u5bb9\u3002\u4f46\u5728\u77e5\u8bc6\u4ea7\u6743\u7ae0\u8282\u4e2d\uff0cRCEP \u5173\u4e8e\u6570\u5b57\u7248\u6743\u7684\u89c4\u5219\u8d85\u51fa\u4e86 CPTPP \u4e2d\u7684\u76f8\u5173\u5185\u5bb9\u3002<\/p>\n\n\n\n<p><strong>\u503c\u5f97\u4e00\u63d0<\/strong><\/p>\n\n\n\n<p>RCEP\u7684\u4e00\u4e2a\u5173\u952e\u6027\u7a81\u7834\u5728\u4e8e\u4e3a\u6574\u4e2a\u533a\u57df\u5236\u5b9a\u4e86\u5171\u540c\u7684\u539f\u4ea7\u5730\u89c4\u5219\u3002\u5176\u4e00\u65e6\u5b9e\u65bd\uff0cRCEP\u56fd\u5bb6\u53ea\u9700\u8981\u4e00\u4efd\u539f\u4ea7\u5730\u8bc1\u4e66\uff0c\u8fd9\u5c06\u4f7f\u8de8\u56fd\u516c\u53f8\u80fd\u591f\u65b9\u4fbf\u5730\u5728RCEP\u56fd\u5bb6\u4e4b\u95f4\u8fd0\u8f93\u4ea7\u54c1\uff0c\u800c\u4e0d\u5fc5\u62c5\u5fc3\u6bcf\u4e2a\u56fd\u5bb6\u6216\u6bcf\u4e2a\u5236\u9020\u6b65\u9aa4\u7684\u5177\u4f53\u539f\u4ea7\u5730\u89c4\u5219\u6807\u51c6\u3002RCEP\u533a\u57df\u5185\u7684\u5171\u540c\u539f\u4ea7\u5730\u89c4\u5219\u5c06\u964d\u4f4e\u8de8\u56fd\u4f01\u4e1a\u5728\u4e9a\u6d32\u4f9b\u5e94\u94fe\u7684\u751f\u4ea7\u6210\u672c\uff0c\u4ece\u800c\u5bf9\u5168\u7403\u6295\u8d44\u5206\u5e03\u548c\u4ea7\u4e1a\u94fe\u5e03\u5c40\u4ea7\u751f\u91cd\u5927\u5f71\u54cd\u3002<\/p>\n\n\n\n<p>\u6765\u6e90\uff1a\u5a01\u6d77\u5546\u52a1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>2022\u5e741\u67081\u65e5\uff0c\u300a\u533a\u57df\u5168\u9762\u7ecf\u6d4e\u4f19\u4f34\u5173\u7cfb\u534f\u5b9a\u300b\uff08RCEP\uff09\u751f\u6548\u5b9e\u65bd\u3002
